Duties:
Treasurer Duties
1.1. All of the requirements of the Municipal Treasurer as required by Ontario law and handling all of the financial affairs of the Municipality, on behalf of, as in the manner directed by, the Council, and as prescribed by statute.
1.2. Oversee, implement and maintain effective accounting and financial control systems and procedures, including books and records of the corporation, undertaking journal entries as required.
1.3. Responsible for the management of banking, investing, borrowing, credit card and other financial services from third parties.
1.4. Coordinates preparation of departmental capital and operating budgets annually, including associated tax rate and ratio recommendations and implementation.
1.5. Liaise with MPAC as required; manage assessment roll as required
1.6. Prepare, send out, monitor and manage property tax bills, including education portion for assessed properties in the municipality.
1.7. Undertake HST return processing and other tax processing as required
1.8. Provide the Council with the information it requires or requests, including investment updates, disposition reports, budget variance reports, etc.
1.9. Provide effective financial management and fiscal policy advice and information to Council and municipal staff.
1.10. Prepare monthly bank reconciliations.
1.11. Prepare financial reports for Council and for other orders of government, as required.
1.12. Oversee and develop policies for the collection of money payable to the Municipality, and undertaking collection in accordance with policies
1.13. Deposit all monies received with the financial institution designated by the Municipality.
1.14. Facilitate payment (on behalf of the Municipality) of all debts and obligations owed.
1.15. Facilitate the investments undertaken by the Municipality in a legal and responsible manner.
1.16. Liaise with external auditors and supports the work of the auditors to complete their reports.
1.17. Monitor published information for available grants, seek out available grants, make recommendations to apply for grants, and apply for same, with Council direction, as appropriate; handle all reporting (and other agreement-related) requirements for grants received.
1.18. Responsible for the management of procurement and purchasing processes including establishing and administering internal controls and policies.
1.19. Coordinates and participates in asset management planning. Maintains asset management database.
1.20. Responsible for the management of the payroll system including establishing and administering internal controls and policies.
1.21. Responsible for the administration of group benefit and insurance programs.
1.22. Administer lottery licencing in accordance with provincial legislation.
1.23. Maintain appropriate and accurate files and records.
1.24. Performs other related duties that may be assigned by the Clerk or Council.
